இந்த சப்ஜக்டிலே நானும் ஒரு பதிவு போடாவிட்டால், வேர்ட்பிரஸ் கட்டம் கட்டிவிடப்போகிறது என்று பயமாக இருக்கிறது… ஆகவே…..
இந்த நிகழ்வு அனேகமாக யாரும் எதிர்பாராதது. ஜெயலலிதா கூட, இப்படி நடக்கும் என்று எதிர்பார்த்திருக்க மாட்டார். அந்தக் குழப்பம், அவர்கள் செய்தி ஒளிபரப்பிலேயே தெரிகிறது.
தினகரன் அலுவலகத்தில் நடந்த வன்முறைச் சம்பவம், அதைத் தொடர்ந்த சன் டீவிச் செய்திகள், கலைஞரின் ரீயாக்ஷன், மாறன் நீக்கம் போன்ற தொடர் சம்பவங்களில், என்னை வெகுவாக வசீகரித்த விஷயம், தயாநிதி மாறனுக்கு, வட இந்திய ஊடகங்களில் கிடைத்திருக்கும் அனுதாபத்தினால் ஏற்பட்ட பாபுலாரிட்டி. திறமையான அமைச்சர் என்று பெருவாரியாகப் புகழப்படுகிறார். இதிலே யதார்த்தம் என்ன?
தயாநிதி மாறனின் சாதனைகளாக ஊடகங்கள் குறிப்பிடுவது, தொலைத்தொடர்புத் துறையில் ஏற்படுத்திய மாற்றங்களும், கொண்டு வந்ததாகச் சொல்லப்படும் அன்னிய முதலீடும். அன்னிய முதலீட்டுப் புள்ளிவிவரங்களைக் கையில் வைத்துக் கொண்டுதான், இன்று செய்தியாளர்களைச் சந்தித்தார். இது கலைஞரை இன்னும் நன்றாக வெறுப்பேற்றியிருக்கும்.
அரசாங்கத்தை நடத்துவது அமைச்சர்கள் அல்ல. அதிகாரிகள். அதிகாரிகள் பரிந்துரைப்பதை, ஏற்றுக்கொண்டு, திட்டங்களுக்கு முட்டுக்கட்டை போடாமல் இருந்ததே, தயாநிதி மாறனின் உருப்படியான வேலை. இது போன்ற மாற்றங்கள் துறை தோறும் நடந்த வண்ணம் தான் இருக்கின்றன. தொலைத் தொடர்புத்துறை ஹைப்ரொஃபைல் என்பதாலும், வணிக நாளிதழ்களில் கோடிக்கணக்கான ரூபாய்கள் மதிப்புள்ள விளம்பரங்களைக் கொடுக்கும் வசதி படைத்த நிறுவனங்கள் ஈடுபட்டுள்ள துறை என்பதாலும், இத்துறைசார்ந்த பாலிசி விஷயங்கள் கவனத்தைப் பெறுகின்றன.
பிற துறைகளில் வரும் அன்னிய முதலீடு, ஐடி மற்றும் தொலைத்தொடர்புக்கு சற்றும் சளைத்ததல்ல.
ஏப்ரல் 2006 – பிப்ரவரி 2007 வரை, நம் நாட்டுக்கு வந்த அன்னிய முதலீடு, துறை வாரியாக.. அடைப்புக்குள் இருப்பது முந்தைய நிதியாண்டில் வந்த முதலீடு*.
மேலே இருக்கும் புள்ளிவிவரத்தின் படி, வருடா வருடம் அன்னிய முதலீடு அதிகரித்துக் கொண்டுதான் இருக்கிறது. ஆனால், அது மாறன் அமைச்சராக இருந்த துறையில் மட்டுமல்ல, ப.சிதம்பரத்தின் நிதித் துறையிலும், டி.ஆர்.பாலு அமைச்சராக இருக்கும் சாலை மற்றும் போக்குவரத்துத் துறையிலும் தான். ஆக, மாறனை மட்டும் தனியாகத் தலையில் தூக்கி வைத்து ஆடவேண்டியதற்கு அவசியமே இல்லை.
பார்ப்பதற்கு பளிசென்று , கொஞ்சம் இளமையுடன், ஆங்கிலம் பேசத் தெரிந்த அமைச்சர்கள் மீது ஆங்கில ஊடகங்களுக்கு எப்போதுமே தனிக் காதல் உண்டு. அது போதாதென்று, கலைஞரின் செல்லப் பிள்ளை என்ற ஹோதாவில் வலம் வந்த தயாநிதி மாறன், தன் விரும்பிய படியெல்லாம் நடக்கிறது என்ற நினைப்பில், தாத்தாவுக்குப் பிறகு தான் தான் என்று நினைத்திருக்க வேண்டும். அந்த நினைப்பு எவ்வளவு பெரிய தவறு என்று இப்போது உணர்ந்திருப்பார்.
வெளியே செல்லும் அமைச்சர்களுக்கு அந்தத் துறையைச் சார்ந்த அதிகாரபூர்வ அமைப்புகள் வழக்கமாகக் கொடுக்கும் பாராட்டுப் பத்திரத்தை வைத்து ஹிந்து போன்ற நாளிதழ்கள்
ஜல்லி அடிப்பதன் பின்னுள்ள அரசியலைப் புரிந்து கொள்வது சிரமமில்லை.
நாஸ்காம் கொடுத்த அறிக்கையில், தயாநிதி மாறனுக்கு பாராட்டு மட்டுமல்லாமல், இந்த மாற்றத்தினால், தொலைத் தொடர்புத் துறையில் பெரிதாக மாற்றம் ஏதும் இருக்காது என்றும் குறிப்பிட்டிருக்கிறது.
அதான் விஷயம். அரசாங்கம், அமைச்சர்கள் கையில் இல்லை. திறமையான செகரடட்டரிகள் கையில் தான்…

ஆக, அமைச்சர்களிடம் ஏதுமில்லை. எல்லாம் அதிகார வர்க்கத்திடம் மட்டும் தான் இருக்கிறது என்று தெரி்ந்து போயிற்று. பேசாமல் இந்தியாவை ஐஏஎஸ்காரர்களிடம் கொடுத்துவிடலாமோ?
zsenthil…The way Prakasah tried to put things are Secs and officers are the ones who bring plans to the minister and it is upto the minister to approve/reject/suggest alternate plans and get it approved.
Doesn’t mean the control should be entirely in the hands of the officers(though it is difficult to draw a line of where the officers’ control ends and minister’s power starts in the political scenario.
I agree with the post’s views that if it is not Dayanidhi Maran, someone in that post would have brought the changes the he claims he did. At this globalization age, a common sense federal minister can understand where the development goes and do the appropriate action.
During the economy bubble everyone praised Bill Clinton for that, but the fact is if it would have been an American Joe in that post the bubble would have happened.

Chandra, I am sorry but I differ with your views. It’s true that in a matured governance, sometimes it seems that the administration does the actual work and the ministers simply sign it. But even then, it is the leaders (like PMs, ministers, sometimes even professional bereaucrats, industry leaders etc), who actually make the difference.
Maran DID have a greater role in bringing the investments of that scale. It’s not he is the ONLY responsible guy for all X amount of investments. Particularly in India, the leaders do matter. The great examples are Rajiv Gandhi, Chandrababu Naidu, Buddhadev Battarcharya. So does in the realm of social developement: Here Kamaraj, Karunanidhi, Digvijay Singh do matter.

Answer: No. ‘The someone’ may attract more investments or even less investments. But the crux of the matter is that Maran had personal involvement in attracting investments and he enjoyed a good rapport with IT/Telecom industry champions. A few months ago, the Business World did a cover story on him, titled “The Rain Maker”. I think underestimating or overestimating the role of the leaders won’t serve any purpose in evaluating people. But if someone deliberately wants to create a spin, we are helpless.
Do you think Mr Raja who would now own Telecom ministry would be as efficient as Mr Dayanidhi Maran? I doubt that.
I go with Senthil. It is very easy to sideline, Maran and say when the tide was raising, everyone will be lifted. Even in the same government, how many ministers have done rocking investments brought down to India. I could see Praful Patel cursing himself, not to opt for the Telecom ministry. Given his penchant for moving forward, aviation hasn’t allowed him to move forward with his pace. So Maran is not a nomad, and Raja will not be a right fit, again its pure personal opinion, but Raja is far better than Radhika Selvi 😉
